Massachusetts Cannabis Reform Update: Temporary Moratorium on Marijuana Cultivator License Applications in Effect as of June 16, 2026

At their April meeting, the Massachusetts Cannabis Control Commission (MCCC) approved a temporary freeze on new cultivator license applications. The newly appointed Commissioners reconsidered and discussed the freeze further at their June 11th meeting. In a 3-0 vote, the new Commissioners approved the temporary freeze.

What to know about the freeze:

  • The freeze took effect on June 16, 2026, and will remain in effect for 120 days.
  • During the freeze, the Commission will not accept any new Cultivation or Microbusiness applications from new businesses.
  • The Commission will report back in 90 days to review the results of a market conditions assessment and data from other jurisdictions that have implemented similar freezes. At that time, they will decide whether to suspend or extend the freeze beyond 120 days.

The freeze does not apply to:

  • New cultivator license applications submitted on or before June 16, 2026. These applications will continue to be reviewed and processed by the MCCC.
  • Applications for renewal of existing cultivation licenses.
  • Applications for location change, change of control, structural change, or name change.
  • Microbusiness license applications submitted by eligible Social Equity Program (SEP) Participants.
  • Microbusiness license applications submitted by eligible Economic Empowerment Applicants (EEA).

This cultivation licensing freeze comes in conjunction with the MCCC’s recent reform agenda and the overhaul of the state’s cannabis regulation, which began with the signing of An Act Modernizing the Commonwealth's Cannabis Laws (H.5350) on April 19, 2026.
